The SAMLARC Board of Directors held their monthly meeting on the evening of April 28, 2020. Due to recent declarations from the State of California and recommendations from the Centers for Disease Control, the physical assembly of the Board of Directors meetings was not feasible to accomplish while maintaining proper social distancing measures. In order to protect public health while continuing to support SAMLARC operations, the Board of Directors held a virtual Open Session Board of Directors meeting on Tuesday, April 28, 2020. The Board of Directors took action on the following items during the April 28, 2020 Open Session Meeting:
Approval of the following actions regarding SAMLARC’s response measures to COVID-19 through May 31, 2020:
As recommended by the Community Lifestyle Committee: the Animals Everywhere event in 2020 has been cancelled; the New & Now Member Welcome Reception has been postponed; the Adult & Children’s Gardening Workshops have been postponed; the Trolls Children’s Tea Party has been postponed; and the Wine & Cheese event has been postponed.
Concurrent with the Community Lifestyle Committee’s recommendation and Executive Committee’s action, the Beach Club and Lagoon opening and celebration have been postponed to a date consistent with Federal and State Guidelines.
All facility use permits and special use permits have been suspended, and no new permits for facility use will be issued
All facility closures and restricted use of facilities shall remain in effect
All committee meetings shall be conducted by conference call
New homeowner violations will not be issued and properties currently in violation will continue to be monitored
As recommended by the Executive Committee, the Executive Committee Charter was amended to expand the Committee’s authority over amenities, health and safety, potential grant funding allocation, and expenditures related to COVID-19 under the amount of $5,000.
As recommended by the Landscape & Facilities Enhancement Committee (LFEC), a policy was approved regarding unauthorized memorials on SAMLARC property.
All consent calendar items were approved, including:
Establishment of May 28, 2020 as the date of the Board Strategic Planning Workshop, which will identify goals and objectives to be accomplished in 2020-2022. An alternate date of June 30, 2020 was also approved.
Dissolution of the 2020 Election Committee and appointment of the 2021 Election Committee, including Board President Robert Dickson, Member William Cather, and Member Greg Weickert.
As recommended by the Covenant Committee and its Board Liaison, reappointment of Robert Sherfy to serve on the Covenant Committee from May 1, 2020 through April 30, 2022.
As recommended by the LFEC, approval of design drawings for the rubber surfaces at the Urban Trail East and Los Paseos Trail playgrounds.
Approval of the installation of a decomposed granite soccer goal storage location at Altisima and Solana Parks.
Approval of the reconditioning of the Trabuco Mesa softball fields with eighty (80) tons of infield mix, as well as decomposed granite in the common areas to replace material lost due to heavy rains.
