The SAMLARC Board of Directors held their monthly meeting on the evening of March 24, 2020. The Board Meeting was held virtually in order to comply with the Center for Disease Control and social distancing requirements while supporting SAMLARC’s ongoing operations. The Board of Directors took action on the following items during the March 24, 2020 Open Session Meeting:
To protect public health and slow the spread of COVID-19, the Board of Directors approved response measures regarding SAMLARC activities, facilities, and administrative operations through April 30, 2020. Please click HERE to view the full Notice of SAMLARC Facilities. Major points of action include:
All events, classes, programs and clubs will not be held
All facility use permits, and special use permits are suspended, and no new permits for facility use will be issued
Property violations will not be issued and existing violations will be placed on monitor status
All four SAMLARC swimming pools will remain closed
The Beach Club restrooms and gate access are closed
Children’s playground equipment, picnic shelters, and pickleball and tennis courts at all parks are closed
Park grass areas, Lakeshore, and Trails are open. Group activity is prohibited; social distancing requirements must be followed
As recommended by the Budget and Cash Flow Committee, the 2019 Financial Audit was approved for the year ending December 31, 2019. Notification regarding the Audit will be sent via post mail to the Membership by April 30, 2020.
As recommended by the Landscape and Facilities Enhancement Committee (LFEC), approved a contract with JB Bostick for asphalt repairs and seal-coating at nine (9) SAMLARC parking lots, including Altisima, Arroyo Vista, Beach Club, Lakeshore, Cielo Vista, Cañada Vista, Central Park, Monte Vista, Vista Verde. Four (4) parking lots will receive an asphalt overlay, and the concrete flowline at Arroyo Vista will be replaced.
The SAMLARC Executive Officers were elected to serve from March 24, 2020 through the first Board Meeting following the 2021 Board of Directors Election. The Officers include:

Members of the Board of Directors were appointed to serve on SAMLARC Committees. Committee appointments are as follows:
Budget and Cash Flow: CFO Louvar, Secretary Groh and Director Halbreich
Communications: Secretary Groh and Director Halbreich
Community Lifestyle: President Dickson, CFO Louvar and Vice President Vasquez
Election: President Dickson
Landscape and Facilities Enhancement: Director Persiani, Vice President Vasquez and Director Villafana
Insurance Review: Secretary Groh, Director Halbreich and Director Villafana
Lago Santa Margarita: Director Persiani and Director Villafana

Covenant (Liaison): Secretary Groh
City of Rancho Santa Margarita: President Dickson
Community Associations of Rancho: Secretary Groh and Vice President Vasquez
Construction Projects: LFEC Chair (to be determined)
Rancho Santa Margarita Chamber of Commerce: Director Persiani
Rancho Santa Margarita Sports Council: Director Halbreich
Schools and School Districts: President Dickson
All consent calendar items were approved, including:
As recommended by the LFEC, approval of construction documentations for the Altisima Office renovation project.
Approval of a contract with a new food service vendor, Nostimo, for the operation of the Beach Club Snack Bar for the 2020 summer season.
Approval the movie selection (Frozen 2 and Aladdin) for presentation at the 2020 Screen on the Green events.
Approval of repairs throughout the community, including a replacement light pole at Vista Verde Park, infield refurbishment at Tijeras Creek Park, backstop repairs at Altisima Park, and wall repairs at the SAMLARC arena.
As recommended by the LFEC, approval of a contract with Richard Fisher Associates for playground architectural design services at Urban Trail East and the Los Paseos Trail.
At the end of the meeting, Board President Robert Dickson announced the establishment of an Executive Committee that is chartered to discuss and enact response measures to the Coronavirus as it impacts the SAMLARC community and common areas. The Executive Committee was established at the March 18, 2020 Emergency Executive Session Board Meeting and is comprised of three (3) Board Members.
