Board of Directors Meeting Highlights: September 22, 2020

The SAMLARC Board of Directors held their monthly meeting on the evening of September 22, 2020. Due to restrictions placed by the State of California and recommendations from the Centers for Disease Control, the physical assembly of the Board of Directors meeting was not feasible to accomplish while maintaining proper social distancing measures. In order to protect public health while continuing to support SAMLARC operations, the Board of Directors held a virtual Open Session Board of Directors meeting on Tuesday, September 22, 2020. The Board of Directors took action on the following items during the September 22, 2020 Open Session Meeting.

As recommended by the Community Lifestyle Committee, approved three (3) Halloween activities to encourage Members to enjoy the holiday in fun and safe ways. These activities include:

  • Traveling Trick or Treat (October 31): Members are invited to dress up, decorate their cars, and visit the SAMLARC Beach Club as well as local businesses and various restaurants to receive treats & trinkets!

  • Halloween Home Decorating Contest (October 17 – November 1): Members are invited to decorate their homes for Halloween! A custom map with participating houses will be posted online, along with photos of each house. Members are encouraged to vote for their favorite houses, with prizes for the 1st, 2nd, and 3rd most popular houses.

  • Virtual Pumpkin Decorating Contest (Photo submissions due October 25, vote for favorites from October 26 – November 1): Members and children are invited to participate in a festive virtual pumpkin decorating contest! Members may submit photos of their pumpkins for a virtual “pumpkin patch” and vote for their favorites online. Prizes will be given for adults (16 years and older) and children.

Directed Management to place the final draft of the 2021 Architectural Standards and Policies and Guidelines on the October 27, 2020 Board Meeting agenda. Once approved by the Board in October, the documents will be available for Member review in November, and the Board will formally adopt the documents in January 2021.

As recommended by the 2021 Election Committee, adopted the proposed revisions to the Election Policies & Guidelines Manual. Members will receive postcard notification of the revised document, which is available for viewing through the Connect Resident Portal at

Revised the following Board of Directors Budget Policies:

  • Reserve and Operating Cash Balance

  • Budget Balancing Tools

  • Cash Maintenance Policy

  • Donations and Memberships Policy

As recommended by the Community Lifestyle Committee, in light of government restrictions regarding COVID-19, cancelled all large-scale in-person events through November 30, 2020 due to social gathering limitations. The Committee and Board will continue to review the events calendar as government restrictions develop.

All consent calendar items were approved, including:

  • Approval of amendments to the COVID-19 Executive Committee Charter to further articulate the Committee’s collaboration with the Board of Directors.

  • As recommended by the Recycled Water Ad Hoc Committee, approval of amendments to the Committee charter to encompass collaboration between the Committee, Corporate Counsel, Santa Margarita Water District, and the City of Rancho Santa Margarita.

  • Approval of the appointment of Summer Smith as an Alternate to the 2021 Election Committee as well as the appointment of William Cather, Greg Wieckert, and Summer Smith as the 2021 Inspectors of the Election.

  • As recommended by the Landscape and Facilities Enhancement Committee, approval of a contract for the installation of new rubber playground surfacing at the Urban Trail East and Los Paseos Playground.

  • As recommended by the Landscape and Facilities Enhancement Committee, approval of a work authorization for repair and painting of concrete columns at Solana Park.

  • Approval of a variety of work authorizations for the ongoing maintenance of SAMLARC assets, as well as contracts with professional service providers to execute maintenance
